We are partnership of legal, regulatory, and policy experts from different countries based in Zug, Switzerland, one of the main hubs for energy and natural resources globally. We are specialized on legislation and policies governing trade, investment, market functioning, and international relations in the energy sector. Our team members have vast experience as practitioners and as senior academic scholars of energy law and policy. 

Our track records include legal advice to investors and developers of major cross-border energy infrastructure; expert assignments from governments of EU countries as well as international organisations, such as the World Bank; dispute resolution and international arbitration, e.g. under the Energy Charter Treaty; litigation before the Court of Justice of the European Union; strategic guidance and practical support for engagement with European authorities about the application of energy regulation and about emerging policies in the sector; ancillary support, such as monitoring, issues tracking and public positioning.

​We provide actionable guidance for clients inside and outside the EU in view of the continuous roll-out of new legislation and the ongoing transition in energy, climate, and sustainability. Importantly, this includes the fast developing body of EU regulation in these sectors with its vast implications for producers and importers, investors and suppliers, project developers and other market actors.

Our services include legal advice about the specifics of energy regulation and related contractual arrangements as well as preparation, support, and representation in international arbitration and in proceedings at public courts.

To this end, we help clients to anticipate, avoid, and resolve any issues before they become disputes by assessing business models in view of ongoing and upcoming legislative and policy developments, for instance resulting from the all-encompassing “Green Deal” of the European Union. We help detecting emerging challenges, and we offer to facilitate early dialogue with policy-makers and legislators.

Key people


Professor Kim Talus

Professor Kim Talus is Founding Partner at Energy & Regulation Partners. He also holds a chair as Professor of European Energy Law at UEF Law School and he serves as a Director of its Center for Climate Change, Energy and Environmental Law (CCEEL) as well as Professor of Energy Law at University of Helsinki. Furthermore, he is Honorary Editor-in-Chief at OGEL Energy Law Journal.


Kim has extensive experience advising energy companies, project developers, technology providers as well as governments on regulatory aspects of hydrogen and low-carbon gases, power, nuclear, natural gas and LNG, in a wide range of energy projects and energy market activities.  His trajectory spans assignments and tenures in Europe, the U.S., Australia, and other countries. 



Jaqueline Santos Ruas Baessa Pinto

Jaqueline Santos Ruas Baessa Pinto is Senior Adviser at Energy & Regulation Partners. She is an experienced natural resources, commercial, and energy lawyer with 8 years of law firm experience, including various international law firms, now pursuing doctoral research in energy law at UEF Law School’s Center for Climate Change, Energy and Environmental Law (CCEEL). Her research is conducted within the prestigious Marie Skłodowska-Curie Actions THERESA Doctoral Network. 

She has published in leading peer-reviewed journals on energy law issues and is a frequent presenter at international industry and academic conferences. As an admitted attorney and notary in South Africa, Jaqueline combines practical legal expertise and academic insights on cross-sectoral hydrogen regulation, with particular emphasis on hydrogen valley contracting and governance mechanisms. 


Francisca Gallegos Aguirre

Francisca Gallegos Aguirre is Senior Adviser at Energy & Regulation Partners. She specializes in regulatory and legal aspects of low-carbon and renewable H2. She is also a PhD researcher at the University of Eastern Finland, focusing on renewable and low-carbon hydrogen certification schemes at the Center for Climate Change, Energy, and Environmental Law. Her research is part of the MSCA ThERESA Doctoral Network, where she explores sustainable energy transition policies, international energy trade and hydrogen market development.

Francisca publishes in leading energy law journals on critical issues in hydrogen regulation. Her work spans Europe, Latin America and Asia-Pacific advising companies, governments and developers on hydrogen certification and energy policy. Combining academic background with practical insights, Francisca is dedicated to addressing complex regulatory challenges in the global energy sector.

Dr. Sirja-Leena Penttinen is Senior Adviser at Energy & Regulation Partners and a tenured Associate Professor of Law and Sustainability Transitions at the University of Lapland, focusing on legal frameworks surrounding the energy transition. 


She publishes in top tier journals on energy law, sustainability transitions, and regulatory challenges of new energy technologies. She advises various entities, incl. public authorities and international organisations. She contributes to discussions on sustainable resource management, energy transition governance, and innovation in the green energy sector at international conferences. She has held positions in the EU and US, most recently as Legal Advisor at the Finnish Energy Authority.


Sebastian Peter Sass is Founding Partner at Energy & Regulation Partners. His experience spans 20+ years’ experience at the interface of law, policy and energy industries, having worked in the private sector as well as in public administration in different European countries. 


During his trajectory, Sebastian has advised some of Europe’s foremost energy undertakings on energy regulation, policy and EU law as well as on permitting of cross-border infrastructure projects. He holds law degrees from Germany and the UK, LLM EU Law. He is based in Switzerland and acts as the firm's Managing Partner.
